These be the words which Moses spake unto all Israel on this side Jordan in the wilderness, in the plain over against the Red sea, between Paran, and Tophel, and Laban, and Hazeroth, and Dizahab. 2 (There are eleven days’ journey from Horeb by the way of mount Seir unto Kadesh-barnea.) 3 And it came to pass in the fortieth year, in the eleventh month, on the first day of the month, that Moses spake unto the children of Israel, according unto all that the LORD had given him in commandment unto them; 4 After he had slain Sihon the king of the Amorites, which dwelt in Heshbon, and Og the king of Bashan, which dwelt at Astaroth in Edrei: 5 On this side Jordan, in the land of Moab, began Moses to declare this law, saying, 6 The LORD our God spake unto us in Horeb, saying, Ye have dwelt long enough in this mount: 7 Turn you, and take your journey, and go to the mount of the Amorites, and unto all the places nigh thereunto, in the plain, in the hills, and in the vale, and in the south, and by the sea side, to the land of the Canaanites, and unto Lebanon, unto the great river, the river Euphrates. 8 Behold, I have set the land before you: go in and possess the land which the LORD sware unto your fathers, Abraham, Isaac, and Jacob, to give unto them and to their seed after them. 
And I spake unto you at that time, saying, I am not able to bear you myself alone: 10 The LORD your God hath multiplied you, and, behold, ye are this day as the stars of heaven for multitude. 11 (The LORD God of your fathers make you a thousand times so many more as ye are, and bless you, as he hath promised you!) 12 How can I myself alone bear your cumbrance, and your burden, and your strife? 13 Take you wise men, and understanding, and known among your tribes, and I will make them rulers over you. 14 And ye answered me, and said, The thing which thou hast spoken is good for us to do. 15 So I took the chief of your tribes, wise men, and known, and made them heads over you, captains over thousands, and captains over hundreds, and captains over fifties, and captains over tens, and officers among your tribes. 16 And I charged your judges at that time, saying, Hear the causes between your brethren, and judge righteously between every man and his brother, and the stranger that is with him. 17 Ye shall not respect persons in judgment; but ye shall hear the small as well as the great; ye shall not be afraid of the face of man; for the judgment is God’s: and the cause that is too hard for you, bring it unto me, and I will hear it. 18 And I commanded you at that time all the things which ye should do. 
And when we departed from Horeb, we went through all that great and terrible wilderness, which ye saw by the way of the mountain of the Amorites, as the LORD our God commanded us; and we came to Kadesh-barnea. 20 And I said unto you, Ye are come unto the mountain of the Amorites, which the LORD our God doth give unto us. 21 Behold, the LORD thy God hath set the land before thee: go up and possess it, as the LORD God of thy fathers hath said unto thee; fear not, neither be discouraged. 
And ye came near unto me every one of you, and said, We will send men before us, and they shall search us out the land, and bring us word again by what way we must go up, and into what cities we shall come. 23 And the saying pleased me well: and I took twelve men of you, one of a tribe: 24 And they turned and went up into the mountain, and came unto the valley of Eshcol, and searched it out. 25 And they took of the fruit of the land in their hands, and brought it down unto us, and brought us word again, and said, It is a good land which the LORD our God doth give us. 26 Notwithstanding ye would not go up, but rebelled against the commandment of the LORD your God: 27 And ye murmured in your tents, and said, Because the LORD hated us, he hath brought us forth out of the land of Egypt, to deliver us into the hand of the Amorites, to destroy us. 28 Whither shall we go up? our brethren have discouraged our heart, saying, The people is greater and taller than we; the cities are great and walled up to heaven; and moreover we have seen the sons of the Anakims there. 29 Then I said unto you, Dread not, neither be afraid of them. 30 The LORD your God which goeth before you, he shall fight for you, according to all that he did for you in Egypt before your eyes; 31 And in the wilderness, where thou hast seen how that the LORD thy God bare thee, as a man doth bear his son, in all the way that ye went, until ye came into this place. 32 Yet in this thing ye did not believe the LORD your God, 33 Who went in the way before you, to search you out a place to pitch your tents in, in fire by night, to shew you by what way ye should go, and in a cloud by day. 34 And the LORD heard the voice of your words, and was wroth, and sware, saying, 35 Surely there shall not one of these men of this evil generation see that good land, which I sware to give unto your fathers, 36 Save Caleb the son of Jephunneh; he shall see it, and to him will I give the land that he hath trodden upon, and to his children, because he hath wholly followed the LORD. 37 Also the LORD was angry with me for your sakes, saying, Thou also shalt not go in thither. 38 But Joshua the son of Nun, which standeth before thee, he shall go in thither: encourage him: for he shall cause Israel to inherit it. 39 Moreover your little ones, which ye said should be a prey, and your children, which in that day had no knowledge between good and evil, they shall go in thither, and unto them will I give it, and they shall possess it. 40 But as for you, turn you, and take your journey into the wilderness by the way of the Red sea. 41 Then ye answered and said unto me, We have sinned against the LORD, we will go up and fight, according to all that the LORD our God commanded us. And when ye had girded on every man his weapons of war, ye were ready to go up into the hill. 42 And the LORD said unto me, Say unto them, Go not up, neither fight; for I am not among you; lest ye be smitten before your enemies. 43 So I spake unto you; and ye would not hear, but rebelled against the commandment of the LORD, and went presumptuously up into the hill. 44 And the Amorites, which dwelt in that mountain, came out against you, and chased you, as bees do, and destroyed you in Seir, even unto Hormah. 45 And ye returned and wept before the LORD; but the LORD would not hearken to your voice, nor give ear unto you. 46 So ye abode in Kadesh many days, according unto the days that ye abode there.

"那时， 我曾经对你们说： ‘你们的重担， 我独自一人无法担当。 
耶和华你们的 神使你们多起来； 你们看， 你们今日像天上的星那样多。 
愿耶和华你们列祖的 神， 使你们比现在更多千倍， 又照着他应许你们的话， 赐福给你们。 
我独自一人怎能担得起你们的重担、责任和你们争讼的事呢？ 
你们要按着支派选出一些有智慧、有见识、有经验的人， 我就立他们作你们的首领。’ 
你们回答我， 说： ‘你吩咐我们作的事很好。’ 
我就选出你们众支派中的领袖， 就是有智慧有经验的人； 按着你们的支派， 立他们作管理你们的首领， 就是作千夫长、百夫长、五十夫长、十夫长和其他官长。 
"那时， 我吩咐你们的审判官， 说： ‘你们在兄弟中听讼， 无论是兄弟彼此诉讼， 或是与同居的外地人诉讼， 都要按着公义审判。 
审判的时候， 不可偏袒人； 无论贵贱尊卑， 都要一样地听讼； 不可怕人的情面， 因为审判是属于 神的； 如果你们遇见难断的案件， 可以呈到我这里来， 让我审断。’ 
那时， 我把你们当作的一切事， 都吩咐了你们。 
"我们照着耶和华我们的 神吩咐我们的， 从何烈山起行， 走过你们所见那大而可怕的旷野， 沿着到亚摩利人山地的路而行； 后来到了加低斯．巴尼亚。 
我对你们说： ‘你们已经到了亚摩利人的山地， 就是耶和华我们的 神赐给我们的。 
看哪， 耶和华你的 神已经把这地摆在你面前； 你要照着耶和华你列祖的 神告诉你的上去， 占领那地； 不要害怕， 也不要惊惶。’ 
你们众人都走到我这里来， 说： ‘我们要先派些人去， 替我们窥探那地， 然后把我们上去该走哪一条路， 该进哪些城， 向我们回报。’ 
这话我很同意， 就从你们中间选了十二个人， 每支派一人。 
于是他们转身出发， 上了山地， 到了以实各谷， 窥探那地。 
他们手里拿着那地的果子， 带下来到我们这里， 并且向我们回报， 说： ‘耶和华我们的 神要赐给我们的地是美地。’ 
"但你们不肯上去， 竟违背了耶和华你们的 神的吩咐； 
你们在帐幕里抱怨， 说： ‘耶和华因为恨我们， 所以把我们从埃及地领出来， 要把我们交在亚摩利人手中， 消灭我们。 
我们上哪里去呢？我们的兄弟使我们心灰意冷， 说： 那地的人比我们高大； 他们的城邑又大又坚固， 高耸入天； 我们在那里还看见有亚衲族的人。’ 
我就对你们说： ‘不要惊恐， 不要害怕他们。 
耶和华你们的 神， 就是那走在你们前面的那一位， 他必为你们作战， 好像他在埃及， 在你们面前， 为你们所行的一切一样， 
并且在旷野里， 你们也看见了耶和华你们的 神， 怎样在你们所行的一切路上， 背负你们， 好像人背负自己的儿子一样， 直到你们来到了这地方。’ 
虽然这样， 你们还是不信耶和华你们的 神； 
他在路上走在你们前面， 为你们寻找安营的地方； 夜间用火柱， 日间用云彩， 指示你们当走的路。 
"耶和华听见了你们说话的声音， 就恼怒， 起誓说： 
‘这个邪恶世代的人， 连一个也不能看见我起誓应许赐给他们列祖的美地；

因为你们的缘故， 耶和华也向我发怒， 说： ‘你也不能进入那地； 
但是站在你面前侍候你的嫩的儿子约书亚， 他可以进到那里去； 你要鼓励他， 因为他要使以色列人承受那地为业。 
还有你们的小孩子， 你们说要被掳掠的， 和你们的儿女， 就是今天还不知道善恶的， 他们都要进入那地； 我要把那地赐给他们， 他们要占领那地。 
至于你们， 你们要转回， 经往红海的路， 起程到旷野里去。’ 
"那时你们回答我， 说： ‘我们得罪了耶和华； 现在我们愿意照着耶和华我们 神的一切吩咐， 上去作战。’于是你们都预备了兵器， 轻率地上山去了。 
耶和华对我说： ‘你要对他们说： "你们不要上去， 也不要作战， 因为我不在你们中间， 免得你们在仇敌面前被击败。"’ 
我就告诉你们， 你们却不听从， 竟违背耶和华的吩咐， 擅自上山去了。 
住在那山上的亚摩利人， 就出来攻击你们， 好像蜂群一样追赶你们， 在西珥击杀你们， 直到何珥玛。 
你们就回来， 在耶和华面前哭， 但耶和华不听你们的声音， 也不向你们侧耳。 
于是你们在加低斯住了许多日子。"
