Behold, the LORD’s hand is not shortened, that it cannot save; neither his ear heavy, that it cannot hear: 2 But your iniquities have separated between you and your God, and your sins have hid his face from you, that he will not hear. 3 For your hands are defiled with blood, and your fingers with iniquity; your lips have spoken lies, your tongue hath muttered perverseness. 4 None calleth for justice, nor any pleadeth for truth: they trust in vanity, and speak lies; they conceive mischief, and bring forth iniquity. 5 They hatch cockatrice’ eggs, and weave the spider’s web: he that eateth of their eggs dieth, and that which is crushed breaketh out into a viper. 6 Their webs shall not become garments, neither shall they cover themselves with their works: their works are works of iniquity, and the act of violence is in their hands. 7 Their feet run to evil, and they make haste to shed innocent blood: their thoughts are thoughts of iniquity; wasting and destruction are in their paths. 8 The way of peace they know not; and there is no judgment in their goings: they have made them crooked paths: whosoever goeth therein shall not know peace. 
Therefore is judgment far from us, neither doth justice overtake us: we wait for light, but behold obscurity; for brightness, but we walk in darkness. 10 We grope for the wall like the blind, and we grope as if we had no eyes: we stumble at noonday as in the night; we are in desolate places as dead men. 11 We roar all like bears, and mourn sore like doves: we look for judgment, but there is none; for salvation, but it is far off from us. 12 For our transgressions are multiplied before thee, and our sins testify against us: for our transgressions are with us; and as for our iniquities, we know them; 13 In transgressing and lying against the LORD, and departing away from our God, speaking oppression and revolt, conceiving and uttering from the heart words of falsehood. 14 And judgment is turned away backward, and justice standeth afar off: for truth is fallen in the street, and equity cannot enter. 15 Yea, truth faileth; and he that departeth from evil maketh himself a prey: and the LORD saw it, and it displeased him that there was no judgment. 
And he saw that there was no man, and wondered that there was no intercessor: therefore his arm brought salvation unto him; and his righteousness, it sustained him. 17 For he put on righteousness as a breastplate, and an helmet of salvation upon his head; and he put on the garments of vengeance for clothing, and was clad with zeal as a cloke. 18 According to their deeds, accordingly he will repay, fury to his adversaries, recompence to his enemies; to the islands he will repay recompence. 19 So shall they fear the name of the LORD from the west, and his glory from the rising of the sun. When the enemy shall come in like a flood, the Spirit of the LORD shall lift up a standard against him. 
And the Redeemer shall come to Zion, and unto them that turn from transgression in Jacob, saith the LORD. 21 As for me, this is my covenant with them, saith the LORD; My spirit that is upon thee, and my words which I have put in thy mouth, shall not depart out of thy mouth, nor out of the mouth of thy seed, nor out of the mouth of thy seed’s seed, saith the LORD, from henceforth and for ever.

看哪！ 耶和华的手不是缩短了， 以致不能拯救； 他的耳朵不是不灵， 不能听见；

他们的网， 不能作衣服， 他们所作的， 也不能遮盖自己； 他们所作的是罪孽的作为， 他们的手里满是强暴的行为。 
他们的脚奔跑行恶， 他们急于流无辜人的血； 他们的思想都是邪恶的思想， 他们的行径全是破坏和毁灭。 
平安的路， 他们不认识， 在他们的行径中没有公平； 他们为自己使道路弯曲， 行在其上的， 都不认识平安。 
因此， 公平远离我们， 公义赶不上我们， 我们指望亮光， 不料， 却是黑暗。我们指望光明， 却行在幽暗中！ 
我们摸索墙壁， 好像瞎子一样； 我们摸索， 如同没有眼睛的人一般； 我们在中午跌倒， 有如在黄昏跌倒一样； 我们在肥壮的人中， 好像死人一般。 
我们都咆哮如熊， 悲鸣像鸽子； 我们等候公平， 却没有公平； 指望拯救， 拯救却离我们很远。 
因为我们的过犯在你面前增多， 我们的罪作证控告我们， 我们的过犯与我们在一起； 我们知道我们的罪孽， 
就是悖逆、否认耶和华， 转去不跟从我们的 神， 说欺压和背道的话， 心里怀着谎言， 随即说出来； 
公平被迫后退， 公义站在远处； 诚实在街上跌倒， 正直不能进入。 
诚实缺乏， 远离恶事的人反成为掠物。耶和华看见了， 就看这为恶事， 因为一点公平也没有。 
他见无人行善， 无人代求， 就非常诧异， 所以他用自己的膀臂为他施行拯救， 以自己的公义扶持他。 
他穿上公义的铠甲， 戴上救恩的头盔， 穿上复仇的衣服， 披上热心作外袍。 
他要按照各人的行为施行报应， 把烈怒降与他的敌人， 把报应加给他的仇敌， 向众海岛的人施行报应。 
这样， 人从日落之处必敬畏耶和华的名， 从日出之地也必敬畏他的荣耀， 仇敌像河水冲来的时候， 耶和华的气必向他催逼。 
"必有一位救赎主来到锡安， 来到雅各家中那些转离过犯的人那里。"这是耶和华说的。 
耶和华说： "至于我， 我与他们所立的约是这样： 我加在你们身上的灵和我放在你口里的话， 必不离开你的口， 不离开你后裔的口， 也不离开你后裔的后裔的口， 从现在直到永远； 这是耶和华说的。"
